2. Institutional and Committee Governance (Richard Thompson)
a. Reviewed 10/24/06 memo to committee
b. Student Affairs Committee has power to:
i. Discuss matters concerning students
ii. Take action on related matters
iii. Refer matters to another governance committee
c. Procedures
i. First and second hearing are required
ii. Information posted to public folder labeled “Student Affairs”
iii. May submit directly to President according to General Procedures
d. Past Successes – non-smoking campus, child care subsidy, block scheduling
3. Discussion Items (Eric Braun)
a. Student Health
i. Twenty years ago a full Health Service supported by General budget
ii. Service eliminated in face of tax measure accountability
iii. Student fees voted in to support half-time outsourced nursing services
iv. DCH doubled fees at end of 2005-2006 academic year
v. ASCOCC voted to eliminate health services from student fees
vi. Student health insurance plans provide very limited coverage
vii. Lane is only community college in Oregon to have health services
viii. Student health seems to be a very important concern on campus
b. Other Items
i. Child care (Gordon Price)
1. COCC does not provide child care
2. ASCOCC budgeted $15,000 for child care subsidies
3. Subsidies are all expended as of today
ii. Residence policy (Victoria Newlin)
1. Out of state students have to wait for two years to get residency
2. Residency status provides significant discount in tuition
4. Action Items
a. Sara Graham appointed Committee Chair
